Abstract

Problems in early childhood education, especially in class V, namely the low character of democracy in students, one of which is channeled through Civics learning, and there is no renewal of learning tools that are in accordance with the independent learning curriculum reference.  Research and Development (R&D) research was used using the 4D model quoted from Thiagarajan (1974) in which there were 4 stages of development, namely Define, Design, Develop, and Desminate. The most important thing in this study is to put forward the character of democracy in education given from an early age. The most important thing in this study is to put forward the character of democracy in education given from an early age, through Civics learning by following the references of the current independent curriculum.
