Decision Support System for Social Assistance Recipients Using the Dempster Shafer Method

This study develops a Decision Support System (DSS) to determine social assistance eligibility in Kertosono Village, Gresik Regency, using the Dempster-Shafer method as an inference engine. The system addresses inaccuracies in recipient selection caused by weak data management and manual assessment processes. Dempster-Shafer was chosen for its ability to mathematically handle uncertainty through mass functions, Belief, and Plausibility values. The system evaluates five recipient categories—students, people with disabilities, elderly individuals, regular family assistance recipients, and PKH families—based on fifteen measurable criteria. Developed using the Expert System Development Life Cycle (ESDLC) approach, the system includes Data Flow Diagram (DFD) modeling, a rule-based knowledge base, and a PHP-MySQL web interface. Testing showed stable and accurate confidence values, including a belief value of 1.0 for eligible elderly recipients. Compared to AHP and SAW methods, Dempster-Shafer performs better in handling uncertain and incomplete data.
