Development of an Online Population Administration Information System Featuring WhatsApp Blast Integration Using the Rapid Application Development (RAD) Method

The rapid advancement of information technology compels government institutions to enhance the quality of public services through digital transformation. However, Kecamatan Waru faces persistent challenges in its population administration services, including protracted manual processes, inefficient record-keeping, and a significant absence of proactive communication channels to inform residents. This study aims to design and implement a web-based population administration information system by applying the Rapid Application Development (RAD) method, with a key innovation: integration with the WhatsApp Business API for automated notifications. System functionality testing using the Black Box method confirmed all features operated correctly. Furthermore, User Acceptance Testing (UAT) with district officers yielded a satisfaction rate of 91.43%, indicating excellent system acceptance. Therefore, this research successfully developed an integrated solution that enhances service efficiency, eliminates information delays, and establishes a foundation for more transparent, responsive, and user-oriented public services at the sub-district level.
