Menstrual leave is a normative right for female workers that has been regulated in Indonesian laws and regulations, particularly in Article 81 paragraph (1) of Law Number 13 of 2003 concerning Manpower. However, the implementation of this policy in various companies still faces various obstacles, both structural and cultural. This study aims to analyze the implementation of the menstrual leave policy at PT. XYZ through an empirical legal approach, by combining a review of applicable legal regulations with observations and interviews with female workers. The results of the study indicate that the absence of clear procedures in the Collective Labor Agreement. This study emphasizes the importance of revising the wording of the PKB. Thus, fulfilling the right to menstrual leave is not only a legal responsibility but also part of the transformation of an inclusive and gender-responsive work culture.
