Abstract

Although Bawaslu has taken several steps such as mapping vulnerable polling stations (TPS), coordination meetings, and logistics monitoring, incidents of ballot exchanges still occurred, resulting in re-voting (PSU) at several TPS. However, there is a lack of synergy between the KPU and Bawaslu of Surabaya City. quality of workers, limited Bawaslu access to logistics warehouses. effectiveness, requesting access into the warehouse for participatory supervision. timeliness, the absence of synergy between the KPU and Bawaslu of Surabaya City resulting in re-voting. Independence, in carrying out duties and responsibilities is still less than optimal in logistics supervision. The results of the study indicate that weak coordination between Bawaslu and KPU, limited access to logistics warehouse supervision, and lack of participatory supervision are the main factors causing distribution errors.
