A descriptive qualitative approach was employed, utilizing in-depth interviews, field observations, and documentation as data collection techniques. Key informants included the Head of the Protocol and Leadership Communication Division, the Head of the Protocol Subdivision, the Personal Secretary to the Regent, and the Regent's Aide. The findings indicate that the effectiveness of protocol implementation is measured through four main indicators: compliance with regulations, orderliness of execution, inter-stakeholder coordination, and perceptions of leadership professionalism. In Sidoarjo Regency, protocol activities are guided by established technical guidelines or Standard Operating Procedures (SOPs), with clear task distribution and regular evaluations. However, several challenges remain, such as limited human resources, the need for continuous training, and the strengthening of documentation and system digitalization. In conclusion, the protocol division holds a strategic role in shaping a professional, dignified, and adaptive image of regional leadership.
