Kesetaraan Gender Dalam Kepemimpinan Tri Rismaharini Sebagai Wali Kota Surabaya

Abstract

This research aims to analyze, describe, and examine the implementation of gender equality in the leadership of Tri Rismaharini as the Mayor of Surabaya. The findings, aligned with Suryani’s framework, reveal that Tri Rismaharini’s leadership successfully promoted gender equality through four key indicators. In terms of access, her administration implemented programs such as Pahlawan Ekonomi and Rumah Bahasa, which expanded opportunities for women to acquire skills, education, and economic independence while strengthening gender-responsive urban infrastructure. For participation, women were actively encouraged to engage in development and bureaucracy, with Risma herself serving as a role model for female leadership in a space previously dominated by men. Regarding control, women’s authority over their social, economic, and future lives was reinforced through human-centered policies. As for benefits, her leadership generated wide-ranging impacts, including poverty reduction, the growth of women-led SMEs, the creation of safe and healthy public spaces.
