This study aims to analyze, and describe the role of the Department of communication and information Sidoarjo in public information disclosure by using a qualitative descriptive approach and data collection is done by observation, interview, and documentation. Research informants determined by purposive sampling techniques with informants head of Information Management and public communication and public relations institutions. Sidoarjo and Diskominfo were chosen because they showed seriousness in encouraging public information disclosure to the public, this can be seen from the results found that Diskominfo in the motivator indicator carried out desk review activities on the list of Public Information and on the domain facilitation dynamic indicator desa.id to encourage information disclosure, however, in the facilitator indicators, internal challenges such as employee loyalty that can affect the totality of performance and still lack of response to community participation are one of the challenges in information disclosure.
