Human Resource Development and Winning Strategy for Political Parties in the 2024 Election to Support the 16th Sustainable Development Goals

This study explores human resource development and winning strategies of the Gerindra Party in Sidoarjo during the 2024 election within the framework of Sustainable Development Goal (SDG) 16. Using a qualitative descriptive case study, data were collected through interviews, observation, and document analysis. Findings indicate that systematic cadre training, hybrid campaign strategies combining digital and offline approaches, and consistent public engagement strengthen organizational capacity and electoral success. Furthermore, the integration of inclusivity, institutional strengthening, and social justice reflects alignment with SDG 16, positioning political parties not only as electoral actors but also as agents of sustainable democratic governance.
