The purpose of the research is to describe the effectiveness of the e-Kinerja program in electronic-based government services in Pucang Village, Sidoarjo District. This research uses a descriptive qualitative approach with data collection techniques in the form of observation, interviews, and documentation. The aim is to provide an objective picture of the facts and phenomena that are the focus of the problem in this study. The results of the study based on the theory of effectiveness according to Duncan in Steers show that namely on the indicator of achieving goals, it is quite good seen from the suitability of the e-Kinerja application with the established legal basis. In the integration indicator, employees' understanding of the e-Kinerja application is still low due to less intense training. In the adaptation indicator, infrastructure is sometimes still constrained by the internet network.
