This study analyzes the implementation of the Minister of Village Regulation Number 2 of 2016 regarding the Village Development Index (IDM) in Randegan Village, Sidoarjo Regency. Utilizing a descriptive qualitative approach and the Van Meter and Van Horn theory, it finds that the IDM implementation follows procedures, aided by capable village officials and effective coordination with assistants. However, challenges include data accuracy and low community participation. The research emphasizes that successful policy implementation relies on resource availability, mechanisms, active community involvement, and technology use in data management. Recommendations include enhancing socialization, strengthening stakeholder coordination, and optimizing information technology to improve IDM effectiveness.
