This study aims to determine the effect of Value Clarification Technique (VCT) learning model based on cultural literacy on critical thinking skills of elementary school students. The VCT learning model is designed to assist students in clarifying and internalizing values related to everyday life, while the integration of cultural literacy provides a local context that enriches the learning process. This study used a quantitative approach with a quasi experiment method. The results showed that there was a significant difference between the experimental and control groups, with a significance value of 0.000 (p < 0.05) based on the paired sample t-test. In addition, the eta squared value shows the great influence of the application of the cultural literacy-based VCT learning model on improving students' critical thinking skills. Thus, it can be concluded that this learning model is effectively applied to improve students' critical thinking skills learning Pancasila Education in elementary schools.
