This study aims to analyze the strategies implemented by the Environmental and Sanitation Agency of Sidoarjo Regency in managing waste at the Griyo Mulyo Final Processing Site. The analysis is based on four strategic dimensions: institutional strategy, organizational strategy, program strategy, and resource support strategy. The research employed a descriptive qualitative method, with data collected through interviews, observations, and document reviews. The findings indicate that the institutional strategy has been strengthened through regulatory adjustments, particularly the transformation of the TPA into a Regional Public Service Agency, which provides operational flexibility and enhances accountability. The organizational strategy is reflected in the application of participatory and situational leadership, fostering coordination and responsiveness among internal units. In terms of program strategy, DLHK has implemented a waste generation-based tariff scheme and strengthened the role of TPS3R to reduce the volume of waste transported to the TPA
