This study aims to analyze the implementation of the E-Buddy application as part of the e-Government system in the Candipari Village Government, Sidoarjo. The results show that the success of the system implementation is influenced by key indicators, namely communication, human resources, disposition, and bureaucratic structure. Specifically, the communication indicator shows a match in the exchange of information, but there are still obstacles in socialization and training. Human resources show suboptimal capacity and expertise, while the disposition and bureaucratic structure indicate the need for adjustments and strengthening of clear policies and SOPs. This study confirms that increasing human resource capacity, improving infrastructure, and developing integrated policies and SOPs are crucial to support the sustainability and effectiveness of the E-Buddy application implementation at the village level.
