Abstract

This study aims to analyze the implementation of the SIPRAJA application as an innovation in public service reform in Balonggabus Village, Candi District, Sidoarjo Regency. A descriptive qualitative approach is used through observation, interviews, and documentation. Informants are selected purposively, including village officials and community members using SIPRAJA. Data analysis follows the Miles and Huberman (1984) model and Edward III’s implementation theory, covering communication, resources, disposition, and bureaucratic structure. The results show that two-way communication has been established, although socialization efforts have not clarified the division of tasks between offline services and SIPRAJA. The village government actively promotes the application during religious and PKK meetings. There are two service officers skilled in operating SIPRAJA and adequate supporting facilities, but no specific budget is allocated. Officers find the application helpful and continue encouraging residents to use it. SOPs and task distribution have been properly structured based on levels of responsibility.
