Abstract

The purpose of this study was to determine the factors that support and hinder the implementation of electronic management of the Sidoarjo Vocational and Productive Training Center (BPVP) and the implementation of competency programs in training and career development. The method used is a qualitative descriptive approach. The results showed that the communication indicators still showed obstacles, namely political goals were still not going well, so that the communication could not be conveyed properly, and the lack of human resources was also an obstacle in implementing the policy. In addition, the number of accounts registering on the SiapKerja platform is less than the current workforce. Due to the absence of provisions / SOPs that require job seekers to attend training and career development first, making the competence of job seekers with the demands of the labor market not in line.
