This study aims to analyze and describe the implementation of the Complete Systematic Land Registration Program in Jambangan Village, Candi District, Sidoarjo Regency using qualitative research methods with a descriptive approach. The results showed that the implementation of PTSL in Jambangan Village went quite well in terms of communication indicators, resources, disposition, and bureaucratic structure. However, there are problems in the resource indicators where in the human resource dimension there are obstacles in collecting witnesses who live outside Jambangan Village during the measurement process. This was hampered, which in turn caused delays in the issuance of certificates. In the disposition indicator in the response dimension, the constraints of border land make it difficult for the land certificate to be issued and only an official report is made by the POKMAS. In addition, the bureaucratic structure indicator in the SOP dimension is also constrained by the time constraints experienced by officers.
