PT. APL experienced several problems that are often faced in goods delivery activities, resulting in incoming insurance claims from customers every month which caused financial losses for the company. The purpose of this research is to develop an effective and optimal mitigation strategy or solution to improve the quality of the goods delivery process. The method used involves a RBS for risk identification and grouping and a HOR for the development of mitigation strategies to overcome detected risks. The findings in this study were obtained that as many as 18 risk events detected at 6 stages of the goods delivery process were caused by 29 identified risk agents. The highest ARP of 2752 is at the risk cause of A16. There are 4 priorities for proposed mitigation strategies given based on ETD, including PA2, PA4, PA1, and PA11 in overcoming 11 risk agents that are detected as mitigation priorities.
