Management of the Islamic development program at SDN Pucang 1 Sidoarjo based on POAC principles (Planning, Organizing, Actuating, Controlling) and the challenges in shaping students' religious character. This study employs a qualitative method with a phenomenological approach to explore the experiences of principals, teachers, students, and parents regarding programs such as Aku Cinta Al-Qur'an (ACA), Klinik Tajwid (CT), Jumat Berbagi, Banjari, and PHBI. Data collection was conducted through participatory observation, in-depth interviews, and document analysis. Thematic analysis was used by transcribing, coding, and identifying key themes. Data validity was ensured through triangulation from various sources. The findings indicate that the implementation of Islamic programs includes planning, routine execution, organization, and evaluation to shape students' character. Challenges such as time constraints, lack of teacher training, and parental involvement were addressed through schedule adjustments, regular training, and increased parental participation.
