This study aims to innovate the Maharah Kalam assessment model in the Arabic textbook Al-‘Ashr for Grade 1 SD/MI Muhammadiyah Al-Ashri using a qualitative descriptive research method to analyze the textbook and develop an assessment instrument. The data sources consisted of primary data from the textbook and secondary data from relevant literature and research. The findings reveal that the current Arabic textbook lacks a structured Maharah Kalam assessment, necessitating the development of a more effective evaluation tool. The proposed innovation involves a rating scale assessment model to evaluate students' speaking proficiency based on pronunciation accuracy, intonation, expression, and fluency. The assessment process includes three stages: input evaluation (oral questioning), process evaluation (classroom observation), and output evaluation (video-recorded conversations). The results indicate that students’ speaking abilities vary across competence levels, categorized as highly competent, competent, and moderately competent.
