The aim of this research is to describe and analyze the implementation of the TPST Waste Management Program in BLigo Village, Candi District, Sidoarjo Regency. The results of this research indicate that the implementation of the TPST Waste Management Program in Bligo Village, Candi District, Sidoarjo Regency is considered quite effective. Results indicators, namely: a) communication, the Bligo Village Government has held outreach and consultations with the community regarding TPST; b) the resources, number of administrators and employees are adequate and capable of carrying out their work and financial resources have been budgeted to support the Bligo Village Government's TPST waste management program; c) disposition, there has been a distribution of main duties and functions given to all administrators and executors; d) bureaucratic structure, standard operating procedures are clearly established.
