The aim of this research is to identify problems and challenges in implementing Village Regulation Number 3 of 2020 regarding household waste management in Winong Village. This research also aims to evaluate the effectiveness of the Waste Bank as a solution for waste management in Winong Village, as well as formulating an effective strategy to increase community awareness and participation in household waste management. This research uses a normative juridical approach which is a general legal research method in analyzing statutory regulations. In this approach, an in-depth literature study of relevant laws and regulations is carried out. It is hoped that this research will provide significant benefits for the Winong Village government and its community. First, this research can provide recommendations that can be used by village governments to increase the effectiveness of waste management.
