This study aims to compile a Village Government Work Plan that reflects the needs and aspirations of the community, realize cooperation and solidarity between villagers, and make decisions related to common interests. The approach used in this study is descriptive qualitative, the type of data obtained by researchers is primary and secondary data, where the data collected is qualitative. The data was obtained through three techniques, namely Observation techniques, Interview techniques, and Documentation techniques. The results of the Kemiri Village Deliberation study found obstacles faced by the village government and village communities, where the obstacles faced include, Low knowledge limitations of the parties who make decisions in determining the list of development priorities so that proposals from the community are often not realized and reduced levels of awareness of the presence of the community in the implementation of the Village Deliberation so that development planning does not run optimally.
