Dispora is a regional work unit that is given the mandate and duties and responsibilities in handling development in the field of youth and sports. One example of Dispora's duties is to handle and assist in the successful organization of the East Java VIII Porprov 2023 which was held some time ago in Sidoarjo Regency. The purpose of this research is to find out how the implementation and obstacles faced in the activities of the East Java Porprov VIII 2023. The research method used is using qualitative research with a descriptive approach. The research location was at the Sidoarjo Regency Office of Youth, Sports and Tourism (Dispora). The data sources used were primary and secondary data through interviews. Data analysis used from the Miles and Huberman interactive model. The results of the study used the Role Theory of Pitana and Gayatri (2005) which includes Motivator, Facilitator and Dynamist.
