This research aims to evaluate the effectiveness of implementing the BLT-DD program after the Covid-19 pandemic in Tambak Kalisogo Village. Apart from that, this research also aims to identify factors that hinder the effectiveness of implementing the BLT-DD program in the area. This research adopts the program effectiveness theory put forward by Sutrisno which uses five indicators as a tool to measure program effectiveness, namely program understanding, right on target, on time, goal achievement, and real change. This research uses a qualitative descriptive approach to answer the problems faced. The research results show that the implementation of the BLT-DD program in Tambak Kalisogo Village, Jabon District, Sidoarjo Regency is still not effective. The inhibiting factor came from delays in the disbursement of Village Fund BLT Program funds from the Central Government which resulted in the implementation of the Village Fund BLT Program not being in accordance with the predetermined schedule.
