The purpose of this research is to analyse and describe the Community Empowerment through Seaweed Village Program in Kupang Village, Jabon District, Sidoarjo Regency. The approach taken in this research is a qualitative descriptive approach, by conducting interviews, documentation, and observation. The data analysis model model according to Miles and Huberman (1994), with data collection techniques, data reduction, data presentation, and conclusion drawing. The results of this study show that First, the welfare obtained by the people of basic needs, namely clothing, food, shelter, proper education and health and the influence of the income from seaweed cultivation. Second, the availability of access to the community of Kupang Village Seaweed Village has not been fulfilled properly. Third, participation that involves the community in such as the planning, decision making, implementation and evaluation processes. Fourth, control over available resources is in accordance with the success of empowerment carried out by the community.
