Abstract

The purpose of this study is to identify and analyze the innovation of e-government-based citizen administration services and the obstacles in the innovation of e-government-based of citizen administration services in Karangsono Village. This study used descriptive qualitative research methods. Data collection techniques in this study were obtained from primary data and secondary data through interviews, observations, and documentation. Meanwhile, the data analysis used Miles and Huberman's interactive analysis model which consisted of data reduction, data presentation, and drawing conclusions. The results of this study show, first, that Karangosono Village has implemented an e-government-based of citizen administration through E-Pak Ladi by applying the level of preparation, consolidation, maturation, and utilization and The procedure for submitting documents  E-Pak Ladi. Second, the obstacles in implementing E-Pak Ladi related to networks, facilities and infrastructure, quality of human resources, funds that have not been dropped, and differences in program implementation between villages.
