This study aims to identify and describe the development strategy for e-government preparation in Simple Applications at the Sidoarjo Regency Community and Village Empowerment Service. The results of this study indicate that the development strategy for e-government preparation, indicators for the preparatory stage, found obstacles such as a lack of human resources, namely the absence of special qualifications and lack of competence in the IT field in managing the Simple Application website at the Community and Village Empowerment Office, then lack of infrastructure. adequate because the Community and Village Empowerment Service does not have a hall for socialization which results in socialization not running effectively and conducting socialization by visiting each sub-district which is quite time-consuming and the delivery is carried out repeatedly, Simple Application plays an important role as a form of realizing e-government development to enable various government agencies to share data and information electronically.
