The Family Hope Program is form of social assistance program for families with low income and identified as beneficiaries of the family hope program. This research uses a qualitative approach methods using primary and secondary data sources. The research location Gemurung Village, Sidoarjo Regency. The results showed that the implementation of the Family Hope Program in Gemurung Village measured by Charles O. Jones' indicators which the organization in the implementation of PKH in Gemurung Village in terms of organizational structure has been implemented in accordance with the Minister of Social Affairs Regulation No. 1 of 2018 concerning the Family Hope Program. Interpretation in this study regarding the understanding of policy implementers has been carried out in accordance with the SOP set by the Central Government. The implementation carried out by the assistants is still not optimal because the arrangement of human resources is still not correct in monitoring PKH participants.
