The purpose of this study is to find out and describe the use of e-government implementation by using the Sidoarjo Regency electronic official letter system application (E-Buddy) in the Glagaharum Village Government, Porong District, Sidoarjo Regency with a qualitative descriptive method using primary and secondary data types. The results of the study first, the legal infrastructure indicator uses the legal guidelines of MENPAN RB No. 6 of 2011 regarding guidelines for electronic-based official scripts in the Environment of Government agencies and Sidoarjo Regent Regulation Number 30 of 2020 concerning Electronic Service Manuscripts. Second, the human infrastructure, namely the Glagaharum Village government officials, still do not really understand the use (E-Buddy), the officials also do not understand the procedures for using it and difficulties when using E-Buddy. Third, technological infrastructure, namely the existing facilities namely computers and printers used to access the website-based E-buddy electronic mail system application.
