The independent curriculum is implemented as an important part of learning recovery efforts. The purpose of this research is to develop a numeracy literacy-based learning module to support the independent curriculum. The learning module was developed using the research and development (R&D) method with the ADDIE model. The data analysis used was descriptive analysis with data collection using interviews, questionnaires, pretest-posttest and documentation. The results showed that the numeracy literacy module has appropriate product criteria in terms of validity, practicality and effectiveness to make it easier for students to understand the material in the module. The validity of the module obtained 89.45% in the very valid category. Module practicability obtained 95.6% from student response questionnaire. The pretest and postest results showed that the module was effective in improving learning outcomes. Thus, the development of numeracy literacy-based modules for grade 5 elementary schools is said to be valid, practical and effective.
