Efforts to deal with the spread of the COVID-19 pandemic are urgently needed, especially in dealing with the problems that arise. This study uses a qualitative method. Collecting data using interviews, observation and documentation. This research aims to elaborate on the roles of stakeholders in responding to the COVID-19 pandemic, looking at the context of the Tangguh Village Program. Using the theory of government collaboration from Ansell and Gash and the concept of the Penthahelix model, this study argues that the key to the success of the Tangguh Village Program in Cangkringan Hamlet, Cangkringsari Village, Sukodono District, Sidoarjo Regency is the result of collective awareness in the form of bottom up participation or a form of community participation. and the government in dealing with the COVID-19 pandemic
