Elections are carried out directly, publicly, freely, confidentially, honestly and fairly according to the NKRI Constitution, in order to produce a democratic state government. In Sidoarjo Regency there are 18 sub-districts which have an average of 15 villages and each village has an average number of 8 TPS. When elections take place from time to time there are voters who choose not to exercise their right to vote, especially someone who is urbanizing.The purpose of this research is to see the effect of urbanization on voters who abstain from voting at each polling station by using the naïve Bayes algorithm so that it can be used as a reference for the government when providing counseling to the public about elections with the right target in order to minimize abstentions at a polling station.
