Issues that discuss women until now used as discussions in Indonesia today, namely discussing the role (nature) of women or gender equality. Many people know that there are various perceptions or judgments made on the role of a woman. The purpose of this research is to analyze and describe the government's role in realizing development with a gender perspective in Sidoarjo Regency by using a descriptive qualitative method approach through observation and interviews and using primary and secondary data types. In this study, the authors used a purposive sampling technique. The theory used in this research is role theory according to Soerjono Soekanto. Where in this theory there are three indicators, namely the active role, participatory role, and passive role. .
