This research examines the effectiveness of the TPS3R (Reduce, Reuse, Recycle) Waste Management Initiative in Kalisampurno Village, Tanggulangin District, Sidoarjo Regency. A descriptive qualitative methodology was employed, with data collected through observation, interviews, and document review. Informants were selected using purposive sampling, including village government officials, TPS3R administrators and personnel, and community organization members. Data were analyzed using Miles and Huberman’s interactive model. Program effectiveness was assessed using Steers’ theory, covering three indicators: goal achievement, integration, and adaptability. The program reduced waste sent to landfills by approximately 65–70%, although 3R implementation remains limited due to its continued emphasis on waste sorting. Integration among BUMDes, TPS3R administrators, local government, and relevant agencies is satisfactory, but community participation remains low. Adaptability is constrained by technological, infrastructural, and workforce limitations. Therefore, the program has not reached its full potential and requires stronger 3R implementation and increased community engagement.
