Abstract

Digital transformation in public service institutions requires work processes that are fast, accurate, and integrated. At PDAM Tirta Wening, activities such as water meter recording, customer data management, and report generation are still performed manually, causing delays, data redundancy, and inefficient data consolidation. This study aims to implement a distributed information system integrating web and mobile applications with a centralized database. The Waterfall development method was applied, including requirements analysis, system design, implementation, testing, and maintenance. The system was developed using a multi-service client-server architecture with React Vite for the Super Admin web application, React Native for the Field Admin mobile application, Express.js as the backend, and MongoDB Atlas as the database. Black-box testing confirmed that all system functions met user requirements. The system enables real-time meter recording, centralized customer management, and efficient report and receipt generation, improving operational efficiency and data accuracy at PDAM Tirta Wening.
