This study examines the implementation of the Berkat Sayang Program by the Sidoarjo Social Service in addressing hunger among vulnerable groups in Sidoarjo Regency. The research used a descriptive qualitative method with data collected through interviews, observations, and documentation involving Social Service officials, staff, catering providers, and elderly beneficiaries. The findings show that the program has been implemented effectively based on George C. Edward III’s policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. Communication and coordination among stakeholders have run well, while human resources and regional budget support continue to improve. Implementers demonstrate strong commitment through innovations such as geotagging applications to ensure accurate aid distribution. In addition, SOPs and digital reporting systems support accountable implementation. However, bureaucratic constraints still occur in replacing deceased beneficiaries because the process must wait for the next Regent’s Decree.
