Abstract

This study aims to explain the collaboration process implemented by stakeholders based on the Collaborative Governance theory by Ansell and Gash, in emergency service, specifically in handling Public Street Lighting (PJU) reports. This research uses a descriptive qualitative method. Data were collected through interviews, observations, and documentation. The results show that all five indicators of collaboration have been implemented well: 1) Face-to-face dialogue through regular coordination meetings; 2) Trust building through initial report verification; 3) Commitment to the process reflected in SOP compliance with a response target of  less than one minute; 4) Shared understanding through a clear understanding of task division; and 5) Intermediate outcome with an average response time of 5–10 minutes in urban areas. Cross-sector collaboration has proven effective in accelerate the handling of PJU disruption. Periodic updates to SOPs and more equitable response times across all areas are necessary to improve the quality of public services.
