Dominance of Foundations in the Development of Early Childhood Education Institutions (Case Study at Tunas Cita Kindergarten)

This study aims to examine the dominance of foundations in the development of early childhood education institutions using a case study of Tunas Cita Kindergarten. The approach used was qualitative with phenomenological methods through interviews, observation, and documentation. The results indicate that foundations play a dominant role in the development of human resources, funding, and facilities and infrastructure. In terms of human resources, teacher development policies are centralized, resulting in limited participation. Funding management, which is entirely controlled by foundations, results in low transparency and flexibility in schools. Furthermore, centralized decisions regarding infrastructure result in delays in facility maintenance. This condition results in low institutional autonomy, weak communication, and suboptimal implementation of the principles of transparency and accountability. Therefore, a more collaborative and participatory relationship pattern is needed.
