This study aims to describe and analyze the implementation of the e-government-based SIPADES application policy in Ketapang Village and identify supporting and inhibiting factors affecting its implementation. The study used a descriptive qualitative method by collecting data through observations, interviews, and documentation. Data analysis was guided by George C. Edward III’s policy implementation theory, which emphasizes communication, resources, disposition, and bureaucratic structure. The findings indicate that the implementation of SIPADES in Ketapang Village has not been fully optimal due to inadequate socialization, data loss during application updates, and unstable internet connections. Nevertheless, village officials remain committed through the provision of facilities and manual recording when the application cannot be accessed, although operational tasks are still concentrated on the Village Secretary. These findings encourage improvements in technical assistance, communication regarding system updates, digital infrastructure, and task distribution. This study also highlights external influences on e-government implementation in disaster affected areas.
