Village administrative services in Indonesia still face challenges such as inefficient manual processes, limited accessibility, and lack of information transparency. These issues indicate the importance of implementing digital-based information systems at the village level. This study aims to design and implement a web-based village administration service information system to improve public service quality in Gerbo Village, Pasuruan Regency. The research applies the Research and Development (R&D) method using the System Development Life Cycle (SDLC) with the Waterfall model. Problem analysis is conducted through the Cause Effect Solution Framework, while system requirements are identified using the Functional and Non-Functional Framework. The developed system provides online letter submission, verification, approval, digital archiving, and status notification features. Black Box Testing is used to evaluate functional suitability. The results show that the system improves efficiency, transparency, accessibility, and integration of village administrative services, supporting digital transformation in public services at the local government level.
