This study analyzes the implementation of BKKBN's Great Parents School (SOTH) Program for stunting prevention in Bebekan Village, Taman District, Sidoarjo Regency. It targets improving parents' knowledge, attitudes, and skills for stunted and pre-stunted toddlers. Using a descriptive qualitative approach based on Edward III's theory (communication, resources, disposition, bureaucratic structure), data were gathered via interviews, observation, and documentation from health cadres, Working Group 4, and toddler mothers. Findings reveal effective communication through structured socialization; adequate human resources and infrastructure (funding reliant on donors); high implementer commitment without incentives; and clear SOPs. The study's novelty is the parent-focused community engagement via SOTH, underexplored locally. It concludes SOTH boosts parental awareness but needs more participation and budget support for optimization.
