This study aims to develop and validate the Perceived Organizational Balance (POB) construct in high-risk work settings. The construct reflects employees’ perceptions of the balance between organizational demands and organizational support in the workplace. The study used a sequential exploratory mixed-methods design through interviews and expert judgment questionnaires involving 11 experts from academia and the energy sector. The content validity assessment showed that the proposed indicators met acceptable validity criteria. The results identified five dimensions of POB, namely external pressure, performance and work environment, organizational support, facilities and welfare, and socio-psychological support. These dimensions describe how employees in the energy sector perceive organizational demands and support in their daily work activities.
