Abstract

This study aims to analyze and describe the implementation of the Smart ASN application in improving the quality of personnel services at the Regional Personnel Agency (BKD) of Sidoarjo Regency. This research employs a descriptive qualitative method, with data collection techniques including interviews, observation, and documentation. The results of the study indicate that: (1) communication has been carried out through both direct and online socialization, although it has not been evenly distributed to all implementers; (2) resources are supported by human resources, task distribution based on modules, and technical facilities; (3) disposition reflects acceptance and utilization of the application by implementers in personnel-related activities; and (4) the bureaucratic structure refers to the Organizational Structure and Work Procedures (SOTK) with clear task distribution, although it is not yet fully supported by specific Standard Operating Procedures (SOPs).
