Abstract

This study aims to analyze the effectiveness of the Electronic Human Development Worker (e-HDW) application in stunting data collection and prevention in Kupang Village, Jabon District, Sidoarjo Regency. The research problem is based on the high prevalence of stunting and the limitations of manual data collection systems that are timeconsuming and less accurate. This study employs a qualitative approach with data collection techniques including observation, in-depth interviews, and documentation involving posyandu cadres and public health center personnel. The effectiveness analysis refers to Richard M. Steers’ organizational effectiveness theory, which includes goal
attainment, integration, and adaptation indicators. The results indicate that e-HDW improves the timeliness and
accuracy of data collection, enhances cross-sector coordination, and enables cadres to adapt to digital systems through continuous training and assistance. It can be concluded that e-HDW is effective in supporting accelerated stunting prevention efforts at the village level
