This study aims to analyze the effectiveness of e-government through the Berkas Mlaku Dewe (BMW) application in public administrative services in Masangan Wetan Village, Sukodono District, Sidoarjo Regency. BMW is an information technology based innovation designed to simplify, accelerate, and enhance service transparency through an operator-based system. This study employs a qualitative descriptive method with data collection techniques including observation, in-depth interviews, and documentation. The analysis refers to three effectiveness indicators by Richard M. Steers: Goal Achievement, Integration, and Adaptation. The results show that Goal Achievement is the most dominant indicator, as it improves efficiency and timeliness of services. Integration reflects good internal coordination, although external communication still needs strengthening. Meanwhile, Adaptation indicates the readiness of village officials to manage the system, though technical stability requires improvement. The study recommends strengthening internal capacity and optimizing outreach to support the sustainability of digital transformation in public services at the village level.
