Implementasi Sistem OSS dalam Mewujudkan Pelayanan Publik Berbasis Digital di Sidoarjo

This study examines the implementation of the Online Single Submission (OSS) system at DPMPTSP Sidoarjo to improve public service quality in business licensing. It uses George C. Edward III’s framework: communication, resources, implementer attitudes, and bureaucratic structure. A descriptive qualitative method was applied, with data collected through interviews, observation, and documentation, and analyzed using the Miles and Huberman model.
Findings show OSS has accelerated licensing and improved transparency. However, challenges remain, including limited outreach to vulnerable groups, lack of technical training due to budget constraints, and a less adaptive bureaucracy to regulatory changes. Despite this, proactive implementers support successful implementation. The study’s novelty lies in applying Edward III’s theory in Sidoarjo and offering practical recommendations: strengthening inclusive communication, continuous training, and enhancing bureaucratic flexibility to optimize OSS implementation.
