This study intends to analyze the implementation of e-government through the Sidoarjo People's Service System (SIPRAJA) in Sidokerto Village, Buduran District, Sidoarjo Regency in providing digital-based public services. The method used is descriptive qualitative through observation, interviews, and documentation. Data analysis applies Edward III's implementation theory, including communication, resources, disposition, and bureaucratic structure. The results show that communication has been carried out through socialization and information delivery by village officials, although dissemination has not reached all residents. Human resources and supporting facilities are available, but there are still limitations in the number of officials, community facilities, and technical system constraints. The implementers' disposition is reflected in their support for the program, assistance to the community, and shifting to manual services when disruptions occur. The bureaucratic structure operates based on task division, work mechanisms, and standard procedures, coordinated with the district government.
