Implementasi Program Sanitasi Jamban Sehat di Desa Sumorame

This study examines the implementation of the Healthy Latrine Sanitation Program in Sumorame Village, Sidoarjo, which aims to improve community health and environmental sanitation. The problem addressed is the limited access to proper sanitation facilities and the persistence of open defecation practices. This research employs a qualitative descriptive method through in-depth interviews, observation, and documentation. The findings indicate that the program implementation is influenced by six key variables based on Van Meter and Van Horn’s policy implementation theory, including clear objectives, adequate resources, competent implementing agencies, effective communication, positive implementer attitudes, and supportive socio-economic conditions. The program has successfully improved sanitation access and community awareness, although challenges such as limited budget and perceived inequality remain. In conclusion, the program contributes positively to public health and supports sustainable development goals, particularly in improving sanitation access and quality of life.
