Abstract

This study aims to evaluate the implementation of the Hospital Management Information System (SIMRS) at the Sidoarjo Barat Regional General Hospital from a human resources perspective by integrating the Digital Maturity Index (DMI) and the CIPP evaluation model. The cross-sectional quantitative analytical design involved 77 health workers. A DMI score of 3.92 indicates a high level of maturity and authority. SEM-PLS was used to assess construct quality and variable relationships. Contextual factors positively influenced Input (β=0.364; f²=0.152), indicating that technological competence and system requirements supported organizational readiness. Input was the strongest predictor of Process (β=0.735; f²=1.178), highlighting the importance of training, SOPs, and facility support. Process significantly influences Product (β=0.608; f²=0.586), reflecting increased efficiency, user satisfaction, and faster service delivery. Overall, the implementation of SIMRS is going well, but sustained effectiveness requires stronger policies, increased human resource capacity, and optimized digital infrastructure through continuous evaluation.
